Info FEDARENE: Focus on fuel poverty
Fuel poverty can be defined as a situation whereby a household struggles to afford adequate heating. It is caused by a combination of poor energy efficiency of the building, high energy bills, and low income in addition to other determinants such as housing tenure and quality of energy supply.

In 2011, an estimated 9.8% of households in EU27 and 15.8% of households in the 12 new Member States could not afford to heat their home adequately (EU SILC 2011).

Yet only three Member States have defined "fuel poverty", when establishing a definition at the EU level would be a first step for the issue to be fully recognized and integrated in energy policies.
