Report of International Review of Tools & Methodologies for GHG Accounting (LAKS Project, ARPA 2009)
An assessment of standards, protocols and tools that are appropriate for use by a municipality for the preparation of a Greenhouse Gas Inventory for the traditional municipal operations sectors and traditional community sectors within a municipality. The report discusses the use of the IPCC Guidelines and UNFCCC methodologies for national inventories, the International Local Government GHG Emissions AQnalysis Protocol for municipal GHG reporting, and ISO 14064 and the GHG Protocol for Corporate GHG reporting. The review offered a synthisis of key success factors for local government climate protection programs. Methodologies and tools reviewed included French carbon neutrality, UK LA emissions estimates, ICLEI international protocol, DESGEL (Spain), Climate Alliance ECO2Region, RINA Guidelines, Kyoto Club, Observatory for Kyoto, MicroKyoto, PALK, INEMAR air emissions, Siena tool, Kyoto Roma tool, LocalAgenda21 for Kyoto, Reggio Emilia ECOABITA, Violia report on GHG tools, and EC JRC.
