Ecoheat4eu - Executive Summary Report
Modern District Heating and Cooling (DHC) systems can significantly contribute to the achievement of national and European Union energy policy objectives. Amongst many other benefits, they facilitate the efficient use of energy and allow for large-scale integration of renewables in urban
areas. Both these major benefits generate lower carbon dioxide emissions.
One of the crucial pre-conditions for maximising the benefits of DHC is that consistent, effective and non-discriminatory legislative frameworks are in place. However, this is not always the case, due to the difficulties associated with the cross-cutting nature of DHC systems.
The EcoHeat4EU project was devised with the aim of summarising the legislative frameworks and identifying well-balanced legislative mechanisms to foster the development of modern DHC throughout Europe, especially in the fourteen countries targeted by the project.
