MAKE IT BE Methodology
The Renewable Energy Directive1 improves a common framework for promoting of renewable
energy and sets mandatory national targets for the overall share of renewable energy in gross final
energy consumption. According to the article 4 of latter Directive provides that each member state
should adopt a national renewable energy action plan. These plans shall set out Member States’
national targets for the production of energy from renewable sources consumed by transport,
electricity, heating and cooling in 2020, taking into account the effects of other policy measures
relating to energy efficiency [1]. This document is intended to provide a solution to fulfilling that
obligation through the development of an energy balance model.
